Tax-Free Shopping in Japan: How the New Refund System Works

Information checked on October 30, 2026. The new refund system described below applies to purchases made on or after November 1, 2026.

Japan’s tourist tax-free shopping system is about to change. For eligible purchases from November 1, 2026, you will pay the tax-inclusive price at the shop, complete the required customs confirmation when leaving Japan, and receive the consumption tax refund through the shop or its refund provider.

The practical difference? You will need enough money to pay the full price first, and shopping will not be the last step. Your departure-day procedure matters too.

Whether you are buying skincare, tea or souvenirs, here is how to plan ahead.

Check Your Purchase Date First

The change is based on when you buy the goods, not simply when your flight leaves Japan.

Purchases through October 31, 2026 fall under the previous system. Purchases from November 1, 2026 will follow the new refund method.

If your trip crosses the changeover, keep the instructions for each purchase together. Do not assume every receipt from the same holiday follows the same process.

Who Can Use Tourist Tax-Free Shopping?

A foreign passport alone does not establish eligibility. The official list includes qualifying non-residents entering under Temporary Visitor and certain other statuses, generally within six months of arrival.

Japanese nationals living overseas have separate residence and documentary requirements. If that applies to you, check the official purchaser list before shopping.

Bring your passport and any required supporting documents. Ask the shop to confirm eligibility before it processes the purchase.

What Will You Need to Do at the Shop?

1. Confirm That the Shop Offers the Service

Before payment, ask whether the shop can process your purchase under the new tax-free refund system.

A useful question is:

“Can I use the tax-free refund service for this purchase?”

Do not assume an ordinary purchase can be converted into a tax-free purchase at the airport later.

2. Check the Minimum Spend and Eligible Items

The new system requires eligible purchases of at least ¥5,000 before tax at the same shop on the same day. Other conditions also apply, including taking the goods out of Japan.

For shopping ideas, browse the Don Quijote Japan shopping guide. Build your list around items you want rather than buying extra just to reach a threshold.

3. Pay the Tax-Inclusive Price and Keep the Instructions

Under the new method, you pay the price including consumption tax first.

Ask how to register your refund method, what you need to keep, and whom to contact if the refund does not arrive. Save receipts and instructions together, with a backup photo for your own reference.

Can You Eat the Snacks or Use the Skincare in Japan?

Consumables such as food, drinks and cosmetics that are consumed in Japan will not qualify for the refund. The removal of special sealed packaging does not make them eligible for use during your trip.

There is also an important receipt-level rule: if even one item from a purchase transaction is missing at customs confirmation, the other tax-free goods on that same purchase record will not qualify for confirmation either.

A practical approach is to ask the shop to keep everyday travel purchases separate from souvenirs intended for export. For example, the sunscreen you want to use tomorrow should be treated differently from unopened gifts to take home.

If you have already consumed some goods, the official instructions say to speak to a customs officer rather than complete the terminal procedure as though everything were present.

What Happens at the Airport?

Complete Customs Confirmation Before Checking Your Bags

For the new system, you must have your tax-free goods with you when completing the departure procedure. Do this before handing over checked baggage.

If inspection is required, you need to show the purchases. The official guidance says checked luggage cannot be retrieved just to complete the tax-free procedure.

Pack so that your purchases are accessible, and leave time before bag drop. Check the layout and instructions for your departure airport rather than leaving the process until boarding.

Follow the Terminal Result

You will present your passport at a tax-free procedure terminal.

A green result means no further goods inspection is required and the customs confirmation procedure is complete. A red result means you must take your purchases to the designated inspection area.

The confirmation must take place when departing Japan within 90 days of purchase. This deadline does not extend your immigration permission to stay.

At selected major airports, Visit Japan Web will also support the procedure using the designated airport Wi-Fi. Follow the official airport-specific instructions.

How Will You Receive the Refund?

The shop or its appointed refund provider handles the refund after customs confirmation.

Possible methods include a bank transfer, credit card transfer, app-based refund or cash at the departure point. Availability depends on the shop and provider; not every method is offered everywhere.

Before leaving the store, ask:

  • How do I register my refund method?
  • Is there a registration deadline?
  • When should I expect the refund?
  • Are any service fees deducted?
  • Who should I contact about a missing refund?

Do not assume scanning your passport means an immediate cash payment.

Is a Don Quijote Coupon the Same as Tax-Free Shopping?

No. A shopping coupon and the consumption tax refund are separate offers with separate conditions.

Check the coupon’s eligible items, participating shops, spending requirement, validity and redemption instructions. Do not simply add an advertised coupon percentage to a tax percentage and call that your guaranteed saving.

A Simple Checklist Before You Leave Japan

  • Keep your passport and purchase instructions accessible.
  • Check that every item on each tax-free purchase record is present.
  • Complete customs confirmation before checking your luggage.
  • Follow any inspection instructions.
  • Make sure you have registered the shop’s required refund details.
  • Keep the shop or provider’s contact information until the refund is resolved.

A little preparation at checkout can make departure day easier. Separate the things you will use in Japan from the souvenirs you will take home, and keep the refund instructions with your receipts.
